The L.N. Mithila University is a
teaching-cum-affiliating University with 22
Post-Graduate Department, 43 Constituent Colleges (i.e.
managed and maintained by the University), a fair number
of affiliated colleges (i.e. colleges admitted to the
priviledge of the university) and three Government
institutions. The University is administered by the
syndicate in executive matters, by the academic council
in academic matters and by the Senate, the supreme
authority of the University in all the matters. His
Excellency, the Governor of the state happens to be the
Chancellor of the University and Chairman of the senate.
The Vice-Chancellor chairs the Syndicate and the
Academic Council. There exists a Financial Committee for
all financial management. The Vice-Chancellor assisted
by the Pro-Vice Chancellor is administrative and
academic head whereas the Registrar being secretary of
the Senate, Syndicate and Academic Council is the Chief
Executive Officer of the university in practice. The
Financial Advisor opines in the financial matters.
For physical, academic and fiscal developments there is
provision of a “Planning and Evaluation Committee” in
the act and it is duly constituted. For critical and
comprehensive analysis on various issues, separate
statutory committees (altogether 18 in number, detail
appended) are in existence which make recommendations on
the issue of concern. Powers and duties of different
bodies and officers are prescribed in the Act and
Statutes of the University (Copy appended). The
development of colleges is monitored by a ‘College
Development Council’ while various University
Departments where Post-Graduate teaching and research in
carried out, are managed by the respective Heads of the
departments (HOD). Teaching, administration and
financial management in University Departments and
constituent colleges are made through their HOD and
Principals and in affiliated colleges through their
Governing body.
Since last two years, academic calender is being
published regularly and inspite of various odds we try
our level best to implement it as far as practicable.
The reservation policy is a constitutional matter and is
implemented and practiced in all the appointments right
from the year 1982 when this was introduced in the
University by a statute.
Provision of confidential report in the service-book is
prescribed and in practice. The Officers try to develop
administrative skills among their subordinates through
regular touch and mutual interactions. They themselves,
often participate in State/National Seminars organised
to develop proficiency in administrative and managesial
skill.
The University seldom raises the tuition fees as the
various students wings starts opposing the enhancement,
and paralyzing the functioning of the university in
protest. The fee rates are in practice almost for the
last three decades. However, in some self financing
courses the fees has been fixed to cater the needs of
the department.
The university has an audit section for internal audits.
HEALTHY PRACTICES :
Though, there is no apparent
mechanism/process for internal quality checks, but the
University is trying its level best to adopt new
technologies to uplift the internal qualities, viz.,
computerization of various departments and internet
connections to know the latest know-how and upgrade
internal quality to match with others in the field. An
M.O.U. has been signed with I.C.A.R. for establishment
of a “Makhana Research Centre” in the University. Some
self-financing courses like Distance Education, M.B.A.,
P.G.D.C.A. have been started and are running. Through
N.C.C., N.S.S., Sports and Cultural programmes, the
University tries to inculcate civic responsibilities
among the students. |
